Method statement for work near buried or overhead services

This method statement should identify electricity, gas, water, telecoms and other services that could be affected by digging, lifting or work at height. Striking buried cables or pipes can cause electrocution, fire, explosion and flooding, while plant approaching overhead lines can arc without contact. CDM 2015 requires underground services to be located and suitable steps taken to prevent risk; HSE guidance HSG47 provides the practical planning framework. Obtain and review current plans, survey the site with appropriate locating equipment, mark routes and use safe digging techniques. For overhead lines, consult the network operator and establish goalposts and clearances. Stop work whenever the location, depth or identity of a service is uncertain.

In short

A method statement sets out how a task will be carried out safely, step by step: preparation, set-up, the work itself and completion, with the plant, permits, competence and supervision needed. It puts the controls identified in the risk assessment into a safe system of work.

Questions

Can work rely on service plans alone?

No. Plans may be incomplete or inaccurate and must be supported by site survey, locating equipment, markings and cautious excavation.

May plant pass beneath overhead lines?

Only through a planned, clearly marked crossing that maintains network-operator clearances and controls raised equipment.

What happens if an unknown service is found?

Stop, protect the area and have the service identified and the controls revised by competent people before restarting.
